VARA Licensing — Common Questions
What is VARA and what does it regulate?
VARA — the Virtual Assets Regulatory Authority — is Dubai's dedicated crypto regulator, established in 2022. It is the world's first standalone regulator focused entirely on virtual assets. VARA licenses and supervises exchanges, brokers, token issuers, custody providers, lending platforms, and investment managers operating within Dubai (excluding the DIFC). Any business handling virtual assets in or from Dubai must hold a VARA licence.
Why get a VARA licence in Dubai rather than Switzerland or the BVI?
Dubai offers 0% corporate tax on qualifying Freezone income, no capital gains tax, no withholding tax, and a regulator built from the ground up for crypto. Switzerland (FINMA) requires CHF 10M+ minimum capital for banking activities and is significantly slower. BVI and Cayman face growing FATF scrutiny and acute banking difficulties — most tier-1 banks will not bank a BVI-only crypto entity. VARA is globally recognised, faster to obtain (4–6 months), and places the licence holder in one of the world's top financial hubs with direct residency benefits for founders.
Can I combine a VARA licence with a BVI or Cayman holding structure?
Yes — and this is increasingly the preferred structure for sophisticated crypto projects. A VARA-licensed UAE operating entity handles all regulated activity and client-facing operations. A BVI or Cayman Islands holding company sits above it for investor capital, IP, or token issuance. What VARA licence categories are available and what do they cost?
VARA issues eight activity-based licences. Application fees: Advisory and Transfer & Settlement — AED 40,000 each. All other categories (Exchange, Broker-Dealer, Custody, Issuance, Lending & Borrowing, Management & Investment) — AED 100,000 each. Annual supervision fees are double the application fee per active licence category. A single business may hold multiple activity licences; each additional activity incurs an extension fee. Capital adequacy requirements depend on activity type and projected scale.
How long does the VARA licensing process take?
